Mr. Oakland has 42 years of professional experience in project management, engineering, project controls, consulting for major firms in the engineering and construction industry and overseeing project management services including design and construction of major facilities. He headed up business lines that included very large work forces that executed projects from small to multi-billion dollar values. He directed large work forces directly on major programs such as Al-Tameer for Kuwait Oil Company, the clean-up of the oil fields of Kuwait after the Gulf War and the restoration of Kuwait's oil and gas industry. Mr. Oakland has served as the president of Bechtel Savannah River Inc. during which he managed the design and construction of many chemical-based and nuclear facilities and attributes his success to his ability to organize projects.

In 1963, Mr. Oakland received his Bachelor of Science in Engineering with a concentration in Chemical and Industrial Engineering from Iowa State University. He became a registered professional engineer through the American Institute of Chemical Engineers of which he is a member of. He is a former member of the Project Management Institute and received the Citation for Professional Engineering from Iowa State University College of Engineering in 1989.
